Consultation on Waste Facility Levies
In November 2009, the Minister for the Environment, Heritage and Local Government published the International Review of Waste Management Policy, commissioned from an international consortium made up of Eunomia Research and Consulting, and national and international partners. In conjunction with the publication of that report, the Minister also published the Regulatory Impact Analysis conducted by AP EnvEcon Limited which examines proposed amendments to Waste Management legislation with regard to the plastic bag levy and the landfill levy, including the introduction of an incineration levy.
Both reports contained options for the application of levies to a range of waste treatment facilities. The Eunomia report introduced a new approach to the consideration of waste levies in the form of emissions-based charges and the Minister has decided to review that proposal in the broader context of air quality controls.
In the meantime, the Minister is currently finalising a Bill which has been approved by Government for the application of a volumetric levy to waste facilities as outlined in the Regulatory Impact Analysis. In order to facilitate an engagement with stakeholders, the Minister is publishing a draft outline of the relevant sections of the Bill which he will be introducing shortly. The approach being considered will take into account the relative scale and the level of charge required to ensure that waste which could have been recycled is not drawn to facilities which are in lower tiers of the waste hierarchy.
