Nuisance Noise Issues Consultation Paper
John Gormley, T.D., Minister for the Environment, Heritage and Local Government , launched a consultation paper on noise issues on 27 August, 2008.
In line with the Programme for Government commitment to “Publish comprehensive legislation on noise pollution”, the Minister has launched a consultation discussion document which outlines various existing legislative provisions in connection with various forms of nuisance noise. The paper proposes several steps for discussion including:
• An integrated approach to noise pollution issues
• Improved powers for local authorities to take steps to address noise sources
• To provide An Garda Síochána with powers similar to local authorities vis-à-vis noise pollution
• The drafting of codes of practice for industry, construction, commerce and domestic situations for the reduction of noise
• A higher profile for noise issues through an annual reporting mechanism
• The creation of a website to provide information to affected persons on appropriate means for addressing complaints.
The Stakeholder Consultation on Noise discussion paper has been prepared to assist and inform those who wish to make a submission on the issue of noise and makes suggestions for consideration and feed back on possibilities for strengthening existing legislation.
Comments are invited on any of the issues raised in this paper. Please note that submissions may be the subject of a request under the Freedom of Information Acts. Submissions should be marked “Noise Legislation Review‘ and sent, not later than 31 October, 2008, preferably by email, with “Noise Legislation Review” in the subject line, to: noiseconsultation@environ.ie
