Public Consultation- Resourcing the Planning System Closing Date -5th May 2008

In July 2007, the Department of Environment, Heritage and Local Government initiated a review of current planning fees with a view to establishing, across a number of application classes, the extent of any shortfall that existed between fee levels currently charged and the corresponding costs of service delivery.

On the basis of the survey findings, revisions to both the level of fees and the class structure as set out under the Planning and Development Regulations 2001 are proposed. In broad terms it is proposed that the fee structure be amended to more appropriately reflect the actual cost of processing an application, with corresponding proposals for a range of service improvements.

The conclusions have been set out in a consultation paper, and submissions are invited from interested parties.

The closing date for receipt of submissions is Monday 5 May, 2008.

Development Contributions

The development contribution system, which is a longstanding part of the planning system, has been significantly revised in the Planning and Development Act, 2000, in order to improve its transparency and increase the range of infrastructure that can be funded under this mechanism.  Under the 2000 Act, the elected members of each planning authority must adopt a General Development Contribution scheme for their own functional area by 10th March 2004.  The circular letter, which was issued on 27th June 2003 and is available on your right under Publications and Documents, is intended as a guide to assist planning authorities in the drawing up of both General and Supplementary Development Contribution Scheme.

Consultation Draft Development Guidelines were published in November 2005.Comments regarding the guidelines were to be submitted before the end of February 2006. These guidelines are intended to assist both the technical and administrative staffs of planning authorities, not only in adhering to the requirements of the Planning Acts and Regulations, but also in providing a high quality service to users of the planning process. The guidelines are intended to promote best practice at every stage of the development management process. They are available in the Publications and Documents area on the right of this page.
