Proposed Amendment to Part L (Conservation of Fuel and Energy) of the Building Regulations



The Minister for the Environment, Heritage and Local Government, Mr. John Gormley, T.D., has published the draft Building Regulations (Part L Amendment) Regulations 2010 and the associated draft Technical Guidance Document L – Conservation of Fuel and Energy – Dwellings (2010) for public consultation.

In advance of finalising the draft regulations and the associated technical guidance document, which are intended to achieve a 60% improvement (over the 2005 regulatory requirements) in the energy performance and carbon dioxide emissions for new dwellings on and from 1 July 2011, comments are invited from stakeholders, members of the public and other interested parties.

To aid the reader, changes to the technical guidance document have been tracked.  All new text has been added in blue.  Deleted text is in red with a strikethrough.  For the purposes of clarity, deleted text is not shown in all sections notably section 1.3.3 Thermal Bridging and in Appendices.
